Oneida Construction Services (OCS) is a Native American, tribally owned Small Business Administration (SBA) certified 8(a) company; and wholly owned subsidiary of the Oneida ESC (OESC) Group, which is owned by the Oneida Nation.
Our project experience extends across the US and CONUS, and our federal customers include the US Air Force (including AFCEC and Space Force), the US Army (including USACE), the US Navy (including NAVFAC), the US Department of Agriculture (USDA); the US Environmental Protection Agency (EPA); the US Department of Interior (DOI); and the US Department of Justice (DOJ), among others.
OCS is actively seeking a highly motivated, full-time, remote-based Federal Construction Business Development Manager.
Key Responsibilities:
- Develop and execute strategic (updated quarterly) and tactical plans (updated monthly) for the pursuit and successful capture of key construction opportunities in the DOD space.
- Conduct market analysis to form yearly BD planning and targeted client lists.
- Implement short and long-term strategies that contribute to both near-term capture and long-term growth.
- Manage capture and proposal development processes.
- Obtain market intelligence and competitive data pertaining to potential targeted pursuits and develop marketing strategies.
- Develop teaming strategies; identify team partners and key sub-contractors.
- Contribute to technical proposal writing.
- Lead the creation of capability statements, white papers, and comprehensive responses to sources sought, RFIs, and RFPs.
- Perform client visits as and when required to assess performance and seek out ways to provide additional support to the client.
- Identify and qualify a robust pipeline of focused market opportunities that align with company core capabilities.
- Develop and present bid/no bid recommendations and pursuit strategies at Reviews.
- Support the capture and proposal development phases of the opportunity lifecycle by providing customer insights, solutioning support, color review participation, and proposal writing, as required.
- Prepare and present pipeline targets and Gate Reviews overview/status to Executive Leadership and Operations through regular pipeline meetings.
- Identify and lead the capture of competitive IDIQ, MATOC, and other contracting vehicles.
- Identify and lead the capture of Tribal 8(a) sole source awards.
- Other duties as assigned.
- Continuous awareness and communication of opportunities found for other Oneida Business Units.
Expertise Required:
- Demonstrated ability to develop and execute growth strategies in close coordination with VP of Construction and Corporate goals.
- Working with internal teams and external partners to develop winning proposals that meet government specifications.
- Ensure that all proposals comply with FAR/DFARS regulations and other federal acquisition standards.
- Contribute to the complete proposal development process, including technical writing, and competitive positioning.
- Pipeline management and reporting.
- Understanding of Tribal 8a program, performance requirements and limitations.
- Strategic Partnerships
- Leverage existing federal networks and industry contacts to cultivate critical relationships.
- Represent Oneida at industry events, government forums, and professional networking groups to enhance brand visibility and discover new business opportunities.
Minimum Qualifications:
- 10+ years of experience in federal business development, capture management, and government contracting.
- 5+ years of business development in the federal construction sector.
- Bachelor’s Degree in Business, Construction Management, Architecture or Engineering.
- Experience working in small businesses (e.g., 8a, SDVOSB, and/or WOSB)
- Proven success in securing competitive government contracts within DoD, DHS, or civilian agencies.
- Demonstrated success in being a key contributor in winning contracts primarily in DoD >$75M per annum.
- Familiarity with wide range of civilian and Department of Defense (DOD) agencies, especially Naval Facilities Engineering Command (NAVFAC), U.S. Army Corps of Engineers (USACE), and U.S. Air Force.
- Experience with entering/retrieving and interpreting data from Oneida ERP system and GOVWIN.
- Demonstrated network with senior management and contracting entities within civilian and DOD agencies.
- Past proven portfolio of successful sales to civilian and DOD agencies, especially IDIQ and directed 8a awards.
- Design-build project capture and delivery experience
- Experience with detailed tracking of out-year budgets, individual agencies’ budgets, annual appropriations, and authorization process.
- In-depth knowledge of federal procurement processes.
- Experience with proposal management for RFPs, RFIs, and Sources Sought.
- Established government contact’s network.
- Experience with government contracting compliance, including FAR, DFARS, and agency-specific acquisition regulations.
- Experience with federal procurement databases (e.g., GovWin, SAM.gov) and CRM systems for managing business development pipelines and tracking opportunities.
