Senior Acquisition Specialist

Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time Senior Acquisition Specialist in Washington Navy Yard in Washington, DC.

This position will support the Naval Sea Systems Command (NAVSEA) Naval Systems Engineering Directorate (SEA 05) by providing program and project management services for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. This role includes assisting the NAVSEA SBIR/STTR Program Manager with executing program responsibilities, such as topic development, proposal evaluation, financial tracking, outreach initiatives, and technology transition efforts. The analyst will also help improve policies, processes, and procedures to enhance program efficiency and effectiveness.

The mission of this effort is to maximize small business participation in federally funded research and development to drive technological innovation and deliver advanced capabilities to the Navy. By fostering collaboration between small businesses and research institutions, the NAVSEA SBIR/STTR program aims to accelerate the transition of innovative technologies, products, and services to the fleet, ensuring rapid and effective support for warfighters while promoting economic growth and inclusivity within the defense sector.

This is a full-time position with the primary place of performance at NAVSEA Headquarters located at the Washington Navy Yard in the District of Columbia and the contractor facility, which shall be located within one (1) half mile of any entrance to the Washington Navy Yard.

Key Responsibilities:

  • All Contractor personnel shall be able to support meetings and any other activities as necessary, within 24 hours of notification.
  • Provide expert guidance on acquisition strategies, policies, and procedures in accordance with federal regulations and NAVSEA directives.
  • Support the development, review, and execution of SBIR/STTR contracts, ensuring compliance with FAR, DFARS, and DoD acquisition policies.
  • Advise on contract management activities, including modifications, funding obligations, and closeouts, ensuring timely execution and compliance.
  • Coordinate with NAVSEA program offices, contracting officers, and stakeholders to facilitate the SBIR/STTR acquisition lifecycle.
  • Analyze and track program performance metrics, financial data, and contract deliverables to support informed decision-making.
  • Conduct market research and industry analysis to identify small businesses and innovative technologies aligned with NAVSEA’s mission.
  • Develop and implement process improvements to enhance acquisition efficiency and streamline contract execution.
  • Provide training and mentorship to junior acquisition staff, ensuring adherence to best practices and regulatory requirements.
  • Support program outreach efforts to engage small businesses, research institutions, and other stakeholders in the SBIR/STTR program.
  • Assist in preparing reports, briefings, and presentations for senior leadership on acquisition activities, challenges, and recommendations.
  • Maintain proficiency in evolving acquisition regulations, policies, and best practices to ensure compliance and program success.

Minimum Qualifications:

  • Master’s degree in a Business, Management or equivalent
  • At least ten (10) years of experience, the last two (2) years of which must have been in support of DoD or component-level SBIR/STTR Programs, in PEO acquisition programs related to systems acquisition, including logistics, research and development, configuration management or systems analysis/design
  • Must demonstrate experience in R&D and technology acquisition with one (1) or more of the following areas: program management, systems engineering, major system acquisitions, financial management, or test and evaluation
  • Must obtain demonstrated knowledge, and/or familiarity with 15 USC 638, SBA SBIR/STTR Policy Directives, the DoD and SECNAV 5000 acquisition series, ASN (RDA) SBIR/STTR policies, and Federal and DoD acquisition regulations
  • In addition, must have demonstrated knowledge in one (1) or more of the following areas: system acquisition, acquisition documentation, and risk analysis and management
  • Excellent communication skills, both written and oral, including demonstrated ability to produce concise and properly edited products that clearly and logically convey complex information and ideas

Salary Range: $80,000 - $90,000 annually
