Program Manager

Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time Program Manager in Washington Navy Yard in Washington, DC.

This position will support the Naval Sea Systems Command (NAVSEA) Naval Systems Engineering Directorate (SEA 05) by providing program and project management services for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. This role includes assisting the NAVSEA SBIR/STTR Program Manager with executing program responsibilities, such as topic development, proposal evaluation, financial tracking, outreach initiatives, and technology transition efforts. The analyst will also help improve policies, processes, and procedures to enhance program efficiency and effectiveness.

The mission of this effort is to maximize small business participation in federally funded research and development to drive technological innovation and deliver advanced capabilities to the Navy. By fostering collaboration between small businesses and research institutions, the NAVSEA SBIR/STTR program aims to accelerate the transition of innovative technologies, products, and services to the fleet, ensuring rapid and effective support for warfighters while promoting economic growth and inclusivity within the defense sector.

This is a full-time position with the primary place of performance at NAVSEA Headquarters located at the Washington Navy Yard in the District of Columbia and the contractor facility, which shall be located within one (1) half mile of any entrance to the Washington Navy Yard.

Key Responsibilities:

  • All Contractor personnel shall be able to support meetings and any other activities as necessary, within 24 hours of notification.
  • Support the NAVSEA SBIR/STTR PM in executing the Department of Navy’s SBIR/STTR Program.
  • Provide strategic oversight and leadership for DoD SBIR/STTR program management, ensuring alignment with statutory and policy requirements.
  • Supervise and guide teams across program management, R&D acquisition, financial management, and policy development.
  • Oversee the execution of SBIR/STTR projects from Phase I through Phase III, ensuring compliance with DoD 5000.02 and statutory requirements.
  • Lead program coordination efforts, fostering collaboration among stakeholders, including small businesses, research institutions, and DoD components.
  • Develop and implement SBIR/STTR policies, procedures, and training programs to enhance program efficiency and compliance.
  • Manage financial planning, scheduling, and issue resolution to ensure successful execution of SBIR/STTR initiatives.
  • Communicate complex program strategies and analysis effectively through reports, briefings, and stakeholder engagements.

Minimum Qualifications:

  • Master’s degree in a Business, Management or equivalent
  • At least twelve (12) years of professional experience in DoD R&D acquisition, three (3) years of which must have been in the previous six (6) years, in support of DoD or component-level SBIR/STTR program management; and a minimum of three (3) years supervisory experience
  • Must demonstrate experience with DoD R&D acquisition; SBA, DoD and Navy SBIR/STTR policy and requirements; and SBIR/STTR statutory requirements.
  • Must have experience operating different phases of the DoD or component-level SBIR/STTR Programs from Phase I through Phase III, including the SBIR/STTR requirements of the DoD 5000.02 instruction, acquisition planning, Deputy Program Managers, data rights, (SBA), and statutory procurement requirements is imperative
  • Must demonstrate the ability to work with large and diverse teams, and the ability to effectively provide guidance, direction, and supervision in all areas of the contracted effort such as program management, R&D acquisition; financial management; scheduling and tracking; program issue resolution; SBIR/STTR training; and SBIR/STTR policy, process and procedure development
  • Excellent communication skills, both written and oral, including demonstrated ability to produce concise and properly edited products that clearly and logically convey complex information and ideas

Salary Range: $165,000 - $175,000 annually
