Senior Program Analyst

Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time Senior Program Analyst in Washington Navy Yard in Washington, DC.

This position will support the Naval Sea Systems Command (NAVSEA) Naval Systems Engineering Directorate (SEA 05) by providing program and project management services for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. This role includes assisting the NAVSEA SBIR/STTR Program Manager with executing program responsibilities, such as topic development, proposal evaluation, financial tracking, outreach initiatives, and technology transition efforts. The analyst will also help improve policies, processes, and procedures to enhance program efficiency and effectiveness.

The mission of this effort is to maximize small business participation in federally funded research and development to drive technological innovation and deliver advanced capabilities to the Navy. By fostering collaboration between small businesses and research institutions, the NAVSEA SBIR/STTR program aims to accelerate the transition of innovative technologies, products, and services to the fleet, ensuring rapid and effective support for warfighters while promoting economic growth and inclusivity within the defense sector.

This is a full-time position with the primary place of performance at NAVSEA Headquarters located at the Washington Navy Yard in the District of Columbia and the contractor facility, which shall be located within one (1) half mile of any entrance to the Washington Navy Yard.

Key Responsibilities:

  • All Contractor personnel shall be able to support meetings and any other activities as necessary, within 24 hours of notification.
  • Program Support – Assist the NAVSEA SBIR/STTR Program Manager in executing program initiatives, including topic development, proposal evaluations, and financial tracking.
  • Policy & Process Improvement – Analyze and recommend enhancements to policies, processes, and procedures to improve program efficiency and effectiveness.
  • Technology Transition Assistance – Support efforts to transition innovative technologies from small businesses to operational use within the Navy.
  • Financial & Data Analysis – Track and analyze program funding, budgets, and performance metrics to ensure proper resource allocation and compliance.
  • Outreach & Communication – Facilitate engagement with small businesses, research institutions, and government stakeholders to promote participation in the SBIR/STTR programs.
  • Reporting & Documentation – Prepare reports, briefings, and presentations on program activities, milestones, and success stories.
  • Stakeholder Coordination – Collaborate with NAVSEA leadership, technical experts, and industry partners to align SBIR/STTR initiatives with Navy priorities.
  • Compliance & Oversight – Ensure adherence to federal regulations and NAVSEA policies related to the SBIR/STTR programs

Minimum Qualifications:

  • Master’s degree in a Business, Management or equivalent
  • At least twelve (12) years of professional experience in DoD or component-level R&D acquisition, three (3) years of which must have been in the previous six (6) years, in support of DoD or component SBIR/STTR program management
  • In addition, a minimum of three (3) years supervisory experience with all levels SBIR/STTR Program policies, statutes, and regulations
  • Must have knowledge of the SBIR/STTR Program, procedures, configuration management, R&D focus areas, and SBIR/STTR R&D topic development and acquisition is essential
  • Must demonstrate experience in initiating and maintaining programmatic and technical direction within broad program objectives directly related to SBIR/STTR Program R&D acquisition relative to DoD and component-level systems and acquisition programs
  • Experience with managing different phases of the DoD and component-level SBIR/STTR Programs from Phase I through Phase III, including the SBIR/STTR requirements of the DoD 5000.02 instruction, acquisition planning, Deputy Program Managers, data rights, Small Business Administration and statutory procurement requirements
  • Must demonstrate the ability to work with large and diverse teams, and the ability to effectively provide guidance, direction, and supervision in all areas of the contracted effort such as program management, R&D acquisition; financial management; scheduling and tracking; program issue resolution; SBIR/STTR training; and SBIR/STTR policy, process and procedures
  • Excellent communication skills, both written and oral, including demonstrated ability to produce concise and properly edited products that clearly and logically convey complex information and ideas

Salary Range: $145,000 - $155,000 annually
