Environmental Compliance Specialist

Location: Cape Canaveral, FL

Oneida Total Integrated Enterprises (OTIE) delivers full-service facility and infrastructure engineering design, environmental science, construction management, and munitions response services worldwide, with over 25 years of successful project performance.

OTIE has an immediate opening for an Environmental Compliance Specialist in our Cape Canaveral Space Force Station, FL office. This position has tremendous opportunities for growth in the environmental restoration and remediation industry. The position will report to and receive mentoring from senior staff, and perform various tasks including but not limited to:

Responsibilities:

  • Assist in maintaining a current air emission inventory (AEI) and potential to emit (PTE), encompassing all air emission sources at the installation and all associated remote sites, including permitted and non-permitted units, as applicable.
  • Assist the client with applications for new permits and modifications to existing permits due to changes to emission sources, air construction permits for new or modified equipment, and new rules and regulations that drive new permitting requirements.
  • Prepare and submit reports to satisfy specific NESHAP requirements.
  • Assist in the preparation of the annual Title V compliance certification package and semi-annual monitoring reports for submission to state agencies.
  • Perform, in consultation with the client, a 100% annual field verification inspection of the emission inventory to confirm locations and attributes.
  • Prepare reports in connection with related field activities such as field verifications and compliance assessments.
  • Ensure accuracy of recordkeeping, reporting, and base wide regulatory compliance through the use of site visits to all organizations (shops) having emission sources regulated under the air quality permit.
  • Prepare pollution prevention opportunity assessments.
  • Assist in developing and maintaining the EESOH-MIS Hazardous Material Inventory.
  • Support other media areas such as:
    • Environmental Management System
    • Solid Waste Management
    • Asbestos and Lead Based Paint Management
    • Petroleum, Oil and Lubricant (POL) Management
    • Hazardous Materials Management
  • Must comply with OTIE’s quality standards and health and safety policies.

Required Qualifications:

  • Bachelor's degree in environmental engineering, environmental science, or other relevant scientific discipline and 3+ years of relevant experience in federal environmental compliance.
  • Knowledge of air quality environmental compliance requirements.
  • Extensive knowledge of the federal compliance requirements.
  • Proficiency in MS Office products to include: Microsoft Excel, Word, PowerPoint, and Outlook.
  • Due to the nature of the work, US citizenship is required.
  • Possess strong analytical and communication skills.
  • Excellent technical and client relations skills + Excellent communication (written and oral) skills, including technical report writing and data evaluation capabilities as well as detailed field (on-site) observations and associated documentation.
  • Excellent time management and organizational skills.
  • Ability to work in a team environment, as well as the skills to operate or work on various types of environmental projects.

Preferred Qualifications:

  • Ability to implement regulatory compliance tasks such as performing air emission inventories, air quality compliance recordkeeping, air quality emission source permitting, and site wide air quality permitting. Must have experience with the Air Force (AF) APIMS system and understand how to utilize the system to demonstrate regulatory guidance.
  • Professional certification (e.g., EPA Method 9).Working knowledge of AF environmental databases such as EESOH-MIS, eDASH, STAR, WET, and AF Instructions and DoD policies relating to environmental compliance.

Compensation Range:

$65,000- $100,000site-wide
